The National Cohesion and Integration Commission was established to facilitate and promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of different ethnic and racial communities of Kenya and to advise the Government on all aspects thereof.

Duties & Responsibilities
•    Oversee the implementation, management, supervision and evaluation of all the organization’s programs and activities in accordance with the mission and the goals of the Commission.

•    Develop new initiatives to support the strategic direction of the Commission.

•    Responsible for the expansion of the programs forming partnerships /Donor Liaison where appropriate.

•    Ensure that program activities operate within the policies and procedures of the Commission.

•    Develop and implement strategies that will maximize the synergies among programs.

•    In consultation with the Commission Secretary/CEO, ensure that programs have adequate and qualified staff to carry out the program activities.

•    Manage human resource in various programs. 

•    Develop budgets and ensure that programs are delivered within set time and budgetary allocations throughout the fiscal year.

•    Oversee the compilation and analysis of monthly, quarterly and annual program reports .

•    Identify developing concerns and make recommendations concerning the same to the Commission Secretary/CEO .

•   A Master’s Degree in Social Science/Humanities.

•    A minimum of Ten (10) years experience in a management position 5(Five) of which should be in senior management in a comparable organization.

•    Proven project management skills.

•    Demonstrated leadership of a Program with significant risk and complexity

•    Commitment to the principles of Chapter Six of the Constitution and the Public Officers Ethics Act ,2003.

•    Experience in fields of peace building and conflict prevention and management, or human rights

•    Critical thinking, decision making and problem solving skills.
•    Strong interpersonal skills and excellent communication skills

•     Ability to work under pressure to produce positive results 

•    Ability to work with persons of different backgrounds

Job Title and Grade
Assistant Director Communications and Knowledge Management.- NCIC 3
Reporting to
Director Programs
The Assistant Director Communications and Knowledge Management will take leadership in developing and implementing the Commission’s overall communications strategy to increase the Commission’s visibility, broaden the impact of the Commission’s programs, oversee organizational messaging and constituent services.

Duties & Responsibilities
•    Develop and implement communication strategies that will broaden programmatic reach and deepen impact of the Commission’s work.
•    Lead the documentation of program evidence and use it to profile the Commission, increase its visibility, support learning, dissemination of new knowledge and change .
•    Strengthen awareness of the Commission’s programs, enhance its reputation and support resource mobilization efforts.
•    Work with technical managers and Heads of Departments to ensure that communication strategies are mainstreamed in programs/projects
•    Manage media relations and maximize media opportunities for positive, relevant media and exposure for the Commission.
•    Maximize national and regional media opportunities as well as identify significant media and public policy issues that can be leveraged to support the Commission’s work, create and implement plans to exploit them.
•    Oversee branding and corporate products’ promotional activities (e.g. print/media, audio/video) including content management; preparation for publishing, design; liaising with printers, translators, editors and other suppliers for the production and dissemination of the end product. Supervise desktop publishing activities.
•    Web administration as well as curating, repackaging and sharing information from public media for social media to enhance public awareness programs and feedback 
•    Take leadership in web administration and social media communication and management 
•    Oversee organizational response to inquiries about NCIC and maintain internal and external feedback systems  
•    Build capacity and assist staff and Commissioners to improve the quality and consistency of their communications through creation of templates, style guides, libraries of standard information, how-tos, copy-editing and proof-reading, and co-authoring materials.
•    Ongoing monitoring of reach and impact of Commission’s communications, including creation of regular reporting.
•    General administrative and communications support for special events.
•    Build the capacity of staff and Commissioners in Communications.
•    Build and maintain a strong internal communications infrastructure and facilitate internal communications.
•    Oversee general protocol at the Commission

Experience and Competencies

•    A minimum of Seven (7) years of progressive responsible experience in public information, communications, journalism, knowledge management or other activity with substantial responsibility for writing or reporting and media management. 

•    An excellent writer, capable of producing material in a range of lengths and formats for diverse audiences and mediums. 
•    Ability to synthesize and present complex information in ways that are understandable and easily shared by others, documenting issues and learning that inspire reflection and action.
•    Ability to collect and share information about the work, accomplishments, and learning of the Commission. 
•    Understanding of the complexities of working with different audiences including politicians in a challenging institutional and political environment 
•    Excellent writer and editor in English and Kiswahili with the ability to write compelling and insightful material for a wide range of audiences.
•    Skills in graphic or web design, video production, photography, knowledge management, content management, communications/social media analytics, events marketing, or fundraising is preferred.
•    Experience in developing and driving online communications and social media strategies.
•    Demonstrated commitment to high ethical standards and values consistent with Chapter Six of the Constitution of Kenya and the Public Officers Ethics Act. 
•    Work or educational experience in the fields of peace building and conflict prevention and management, or human rights. 
•    Fluency in Kiswahili and English languages. 

•    Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or a related field.

Senior Internal Auditor -  NCIC 4
Reporting to
Commission Secretary / CEO
Duties & Responsibilities
•    Continuous evaluation of the Commission’s internal control system, governance processes and risk management to ensure they are appropriate.
•    Reports risk management issues and internal controls deficiencies identified and provide recommendations for improving the organisation's operations, in terms of both efficiency and effectiveness.
•    Preparation of periodic / timely internal audit reports that also identify control gaps and recommendations for improvement.
•    Evaluates compliance to  laws, regulations, policies, procedures or any other service level agreements that may be in place
•    Participate as appropriate during the annual financial audit of the Commission by the external auditors or the project auditors and teams with other internal and external resources as appropriate.
•    Maintains open communication with management and follow up of agreed audit issues to ensure they are implemented.
•    Engages in continuous education and staff development.

•    A bachelor’s degree in business field or related discipline.
•    Certified Public Accountant ( C.P.A.(K) or A.C.C.A )
•    MBA finance / Accounts / Risk management will be an added advantage
•    Minimum of five (5 ) years’ experience in audit and risk management 
•    Good understanding of International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards ( IPSAS )
•    Computer literacy Ms Office, knowledge of any financial / Accounting soft - wares will be an added advantage.
•    Strong work ethics with a strong sense of integrity in leadership and management.
•    Excellent communication and interpersonal skills.

ICT Officer  -   NCIC 5
Reporting to
Senior ICT Officer
Duties & Responsibilities
•    Provision of timely, high quality and cost effective ICT Technical support
•    Maintenance of network up time and improvement of network management solutions
•    Provide adequate and timely user support, diagnosis and troubleshooting of any  hardware/software faults. 
•    Improving network security to reduce threats of attacks
•    Website Maintenance and Update 
•    Social Media monitoring, analysis and reporting(Forensics)
•    Ensures compliance to system security requirements.
•    Bachelor’s degree in Information Technology from a recognized institution.
•    Possession of additional IT certification (Graphic Design) will be an added advantage.
•    Must have PC Maintenance certification.
•    A minimum of 2 years’ experience in Information Technology with hands on experience in Networking especially(Routing and Switching).
•    Has an understanding of website service architecture and software development and maintenance. 
•    Good understanding of emerging trends in the Cyber Security field.
•    Demonstrate in-depth understanding of troubleshooting skills and resolution of general ICT issues.
•    Demonstrate understanding of Social Media analysis and tracking.
•    Strong networking and interpersonal skills.

Office Assistant  -     NCIC 8
Reporting to
Office Assistant Supervisor
Duties & Responsibilities
•    Dusting of offices, washrooms, boardrooms, corridors and any other area that may be assigned. 
•    Preparing tea; cleaning tea utensils, moving of office furniture, equipment, machinery, stationery.
•    Delivering mail and performing other general messangerial but official duties as may be assigned from time to time.  

Requirements for Appointment
For appointment to this grade, a candidate must:-
(i)    Be in possession of at least the Kenya Certificate of Secondary Education (KCSE) mean grade D+
(ii)    Be proficient in both oral and written English and Kiswahili languages
(iii)    Have good interpersonal and public relations skills
(iv)    At least two (2)years experience as an office assistant

The salary range     :       Ksh. 17,050   -   30,000 

House Allowance    :    Ksh.10,000

Airtime Allowance    :    Ksh.    500

Commuter Allowance :    Ksh.  5,000
